I am directed by His Excellency the Governor to ask
if you will be so good as to inform the Tu Tu that the proposed lottery bonds which this Government has learnt from the Provincial Treasurer are about to be issued by the Canton Government constitu- -te an illegal lottery by the law of this Colony; that any person buying, selling or dealing in them will be liable to fine or in- -prisonment and that any person who uses any premises for the pur- -pose of the lottery or who appears to have the care and management of such premises will be liable to heavier penalties of the same nature.

His Excellency therefore trusts that instructions will be issued to the Authorities concerned to make no attempt to export these lottery bonds with a view to their being dealt with
in this Colony.
